I think it's perfect. If this is replacing an existing bike, you chance you already own a nice set of wheels that you like. Swap wheels and sell your old bike with the take offs.
It's more likely people have wheels that they want to carry over (and also that fit, gen we only have a couple hub standards on the go at the moment) than suspension.
I love these types of specs, I just treat them like a frame only purchase. I only buy the cheap parts temporarily. Swap over as needed from my current bike, then sell it as a complete with some cheap (bit brand new) parts on it.
