The use of anti-seize implies care put into the procedure (assuming its presence is due to WAO's assembly procedure), but that it is visible everywhere leads me to think it was put together inĀ  a bit of a hurry with maybe a bit less care than the procedure intends. I know it can be a pain to clean thoroughly, as I also use anti-seize pretty liberally (Ti stem bolts, shock mounts, brake mounts, and chainring bolts), but I also take the time to clean it up a bit so it doesn't end up everywhere else on the bike, like the sides of the stem.
