It's an interesting design.. The cap has two diameters of treads in it.. One for the tip of the valve core and one for the body of the valve. the tip tread engages first then caps over the whole valve. Without it, the core is open to being depressed and loose air. Also if it is loose, you can release air from the valve by pressing down on the cap.
It's a complex design that works well but has some compromise...
