I think they did it to further differentiate the bike from the Altitude. Giving you the option of a front lockout/climb switch to push the bike's intentions as a pedal monster. Lots of folks on previous generation instincts do not need a bike anywhere as capable and confidence inspiring as the new ride has become and Rocky is trying to show that it might still be used for that.
Whether that's a good idea or not is up to you (I'm sure I can guess how you feel about it!).
