Pretty hard to say without knowing how much you weigh and the state of the fork. If the seals/bushings are well lubed with Slickoleum and you’re getting that much free sag then one of two things is happening. Your negative spring rate is too heavy (go to lighter neg spring) OR the fork was built partially compressed.  The latter is a common enough issue with forks that use a self-balancing neg spring (especially after a basic service) but in this case I’d suspect the former.
