I certainly can't answer all your questions (or even most, perhaps), but "it depends...".
Different designs, with different amounts of PK, have different speeds at which the PK is no longer noticeable. Anything past that speed, and you likely won't feel anything. Hubs with less POE help mitigate the low-speed PK action somewhat (in some scenarios, but not all) by adding some free play to the system and not engaging so quickly. If you have an impact in the exact right spot that your low POE hub will engage, then you won't get any mitigation. But you're more likely to end up with some give, when compared to a high POE hub.
I've never even looked into the Ochain, so I get what they're trying to do, but haven't delved into how it works.
