You don’t think the amount of steerer tube above the upper headset bearing/race/cap changes the leverage on the steerer tube at that interface? Additionally, forces on the steerer from the fork (input from axle) will be born where it’s captured at the crown race/lower headset bearing where it’s tapered to 1.5”.
