To be fair there isn't a prohibition for riding bikes in Italy. Yet. On the government sites is clearly written that you can ride bikes as a sport activity IF you remain close to the area where you live (not literal but is vague) and if you maintain the safe distance of 1 meter. I never heard of the 3000€ fine either. Fines for transgressors of our shelter in place rule starts at around 200€. What is absolutely prohibited is loading your bike on your car to ride in another area and of course with groups of people. Also, most regions decided to close city parks or the cycling paths so finding a place to ride is not easy.
