The strategy may be to get some momentum with their own hubs so there is some market saturation, which could lead to continued stronger sales. Once that corner is turned they may open it up further. Shimano Japan seems to be entirely cut off from the consumer criticism of this decision, or they are fine with it. Either way it's surprising there hasn't been some sort of statement from someone.
