So I commented on the video article, but I thought it'd be worth also
mentioning here:
In BC, the Specialized Levo should be consiered a Low Speed Motorcycle (LSM),
unless it is restricted below 500W (permanently).

Levo is 530W and therefore exceeds the legal limit. This means it needs to be
licensed and insured as a motor vehicle.
